How much does it cost to register a substance under REACH?

The REACH Regulation requires chemical substances manufactured or imported into the European Union in quantities of one tonne or more per year to be registered. However, one of the most common questions companies ask is: how much does this registration cost?

There is no single fixed cost, as it depends on different technical, administrative and economic factors.

Factors that influence the registration cost

The cost of registering a substance under REACH may vary mainly depending on:

  • The tonnage band of the substance: 1-10 t/year, 10-100 t/year, 100-1,000 t/year or more than 1,000 t/year.
  • The size of the company, as fee reductions are available for SMEs.
  • The availability of data on the substance.
  • Participation in a joint submission.
  • The need to access existing data through a Letter of Access, or LoA

Characterisation testing

Before starting the REACH registration process, it is necessary to correctly determine the identity of the substance. This usually requires characterisation testing.

The cost of these tests will depend on the analytical techniques needed to properly identify the substance and meet the dossier requirements.

Information requirements, joint submissions and Letters of Access

In addition to correctly identifying the substance, REACH registration requires registrants to provide information on the substance’s properties, uses and conditions for safe use.

Companies manufacturing or importing the same substance are required to participate in a joint submission, coordinated by a Lead Registrant. The Lead Registrant is responsible for submitting the jointly required information on behalf of all co-registrants, which can significantly reduce the overall cost of registration.

If the substance has already been registered by other companies, you will normally need to purchase a Letter of Access (LoA), which grants the right to refer to the studies included in the joint registration dossier.

Otherwise, you will need to generate the required information yourself, using appropriate in silico, in vitro and, where necessary, in vivo testing strategies.

The cost of a Letter of Access can vary considerably depending on several factors, including the substance itself, the tonnage band, the number of co-registrants, the quantity and type of data available, and the data-sharing agreements established between the participating companies. In addition, registrations for substances manufactured or imported in quantities exceeding 10 tonnes per year must include a Chemical Safety Report (CSR).

Other factors may also influence the overall cost of registration, such as the need to generate missing information, upgrades to higher tonnage bands requiring additional data, or the inclusion of uses that have not been identified by other registrants.

Registration fees payable to ECHA

Registration fees are regulated by Regulation (EC) No 340/2008 and its subsequent amendments, as well as by Article 74 of the REACH Regulation.

The system establishes proportional fees based on the volume of the substance, the size of the company and the registration conditions.

REACH also provides for:

  • Fee reductions for SMEs
  • Additional fees if confidentiality is requested for certain information in the dossier

What should companies take into account?

Before starting a REACH registration, it is important to assess all the factors that may influence the overall cost. In addition to administrative fees and participation in joint submissions through a Letter of Access (LoA), companies should also consider the cost of substance identification and characterisation studies, the need to identify and assess existing data, the generation of new information to prepare or update the Chemical Safety Report (CSR), and any additional requirements resulting from higher tonnage bands, new identified uses or dossier updates.
