Safe detergents on the European market

Regulation (EC) 648/2004

Regulation (EC) 648/2004 establishes the rules that detergents and surfactants used in detergents must meet in order to be placed on the market in Europe, thus ensuring a high level of protection of the environment and human health.

Surfactants and detergents containing surfactants must comply with the criteria for final aerobic biodegradation laid down in the Detergents Regulation. Otherwise, manufacturers of these products at industrial or institutional level may request a derogation.

The content of phosphate and other phosphorus compounds is also regulated in laundry detergents intended for consumers and in automatic dishwashing detergents intended for consumers, and if they exceed the permitted limit they may not be placed on the market either.

Manufacturers must therefore have documentation of the tests carried out to demonstrate that they comply with all these requirements.

Manufacturers of detergents have to make available to medical personnel or competent authorities an ingredient information sheet, which will be treated as confidential information by any person having access to it, and used only for medical purposes.

This regulation harmonises, without prejudice to the Classification Labelling and Packaging (CLP) Regulation, the rules on the additional labelling of detergents, including perfume allergens, and obliges manufacturers who commercialise products for sale to the public to have a list of ingredients on a website accessible to all consumers free of charge.
