I want to market my product as an EU fertilising product: what steps should I follow?

If I want to market my product as an EU fertilising product with CE marking, I must comply with the requirements established in Regulation (EU) 2019/1009 on fertilising products (FPR).

This regulation establishes a harmonised framework that allows fertilising products bearing the CE marking to be marketed within the European Economic Area (EEA).

However, before placing my product on the market, I must verify that it complies with several technical and regulatory requirements defined in the FPR Regulation. Below we summarise the main steps for marketing an EU fertilising product.

Verify whether my product fits into a Product Function Category (PFC)

The first step is to check whether my product can be classified within a Product Function Category (PFC) defined in the FPR Regulation, such as:

  • Soil improvers
  • Plant biostimulants
  • Organic fertilisers

Each PFC establishes specific requirements regarding composition, nutrient content and labelling.

Check that the raw materials comply with the CMC

The raw materials used must comply with one of the Component Material Categories (CMC) defined in the regulation.

These categories include, among others:

  • Virgin substances and mixtures
  • Compost
  • Digestate
  • By-products

Each CMC establishes conditions related to the origin of the material, treatment processes, contaminant limits, REACH registration requirements, etc.

Apply the conformity assessment procedure

To market an EU fertilising product, the manufacturer must apply one of the conformity assessment procedures defined in the FPR Regulation.

Prepare the technical documentation and affix the CE marking

Finally, the manufacturer must prepare the technical documentation for the product, issue the EU Declaration of Conformity, and affix the CE marking.

From that moment onwards, the product may be marketed as an EU fertilising product.
