The key message is clear: <strong>imports remain a critical point of non-compliance under REACH<\/strong>, particularly when it comes to <strong>substances in mixtures and consumer products<\/strong>. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What the inspections found (and why it matters)<\/strong><\/h2>\n\n\n\n<p>As part of the project (Forum <strong>REF-12<\/strong>), authorities carried out <strong>2,603 inspections<\/strong> in <strong>29 countries<\/strong>, in cooperation with customs and national enforcement authorities.<\/p>\n\n\n\n<p><strong>Important<\/strong>: The controls were <strong>targeted inspections<\/strong>, focusing on products where non-compliance was expected. A large proportion of the checks concerned imported <strong>jewellery<\/strong>, as well as <strong>toys<\/strong>, <strong>textiles and footwear<\/strong>. Therefore, the results do not represent a \u201cglobal\u201d non-compliance rate for all imports, but they clearly show <strong>where authorities are focusing their enforcement efforts.<\/strong>  <\/p>\n\n\n\n<p>Key findings include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>REACH registration<\/strong>:<br>In checks on <strong>substances present in mixtures<\/strong>, <strong>approximately 1 in 3 <\/strong> (32%) lacked the required REACH registration.<br>For substances imported as such, registration was missing in 7% of cases <\/li>\n\n\n\n<li><strong>REACH restrictions (Annex XVII)<\/strong>: In more than <strong>1,300 checks<\/strong> on mixtures and consumer products, <strong>16%<\/strong> were found to contain restricted hazardous substances <strong>above the permitted limits<\/strong>.<\/li>\n\n\n\n<li><strong>REACH authorisation (Annex XIV)<\/strong>: Out of 21 cases reviewed, situations involving <strong>missing or expired authorisations<\/strong> were identified in 4 cases.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The root of the problem: Importing is not enough, you must know what you are placing on the market<\/strong><\/h2>\n\n\n\n<p>One of the issues that most concerns authorities is that, in many cases, importers <strong>were not fully aware of their obligations<\/strong> and, in some situations, <strong>did not know exactly which substances<\/strong> they were placing on the market.<\/p>\n\n\n\n<p>This is critical under REACH, because the importer (unless an Only Representative (OR) covers the import) is responsible for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ensuring REACH registration of substances<\/li>\n\n\n\n<li>Verifying compliance with applicable restrictions, and<\/li>\n\n\n\n<li>Confirming compliance with authorisation obligations, where applicable.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What companies can do: From reaction to prevention<\/strong><\/h2>\n\n\n\n<p>For many companies, the greatest risk lies in not having a <strong>realistic picture<\/strong> of their REACH situation and relying on incomplete or unverified information from the supply chain.<\/p>\n\n\n\n<p>Good practices to adopt before importing (or ahead of an inspection) include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Confirming the role<\/strong> in the supply chain (Importer or Downstream User, depending on the existence of an OR).<\/li>\n\n\n\n<li><strong>Identifying substances<\/strong> in mixtures (real and traceable composition).<\/li>\n\n\n\n<li>Verifying <strong>REACH registration,<\/strong> where applicable, and the <strong>scope of the OR coverage<\/strong>, if any.<\/li>\n\n\n\n<li>Reviewing applicable <strong>restrictions<\/strong> (Annex XVII) by use, product category, concentration, etc<\/li>\n\n\n\n<li>Checking whether substances subject to <strong>authorisation<\/strong> (Annex XIV) are present and confirming their status.<\/li>\n\n\n\n<li>Having robust evidence available (e.g. analytical reports, technical documentation and traceability) to respond effectively to
